You can't Reanimate her or otherwise cheat her into play, and casting a seven-mana 4/4 seems pretty unappealing in Commander

You can obtain the Raichu (2-Diamonds rarity) card by opening Mega Shine from Mega Shine set

Not to mention artifacts and enchantments

There are plenty of other scenarios where either you dont have other creatures on the battlefield, they cant profitably attack, your Seafloor Oracle gets Lightning Struck before combat damage, and more where you wish your four mana creature in your aggro deck would have done more
